EASA with colleague Regine Hamelijnck, and the support from the EU-LAC APP,  has participated in the “Responsive Regulation and Safety” webinar with ANAC Brazil and the FAA.

At ANAC Brazil, regulation is still very much based on command and control. As a result, there are a very limited range of tools available to make regulators comply with rules. The tools are basically correction plans and penalties (fines). ANAC recently instituted an internal project that aims to expand this range of measures and include some other tools that can be equally effective, such as, for example, the use of positive incentives, consultancies, training, on-the-spot corrections, among others. The scope of the project is not only compliance, but also what actions ANAC can take from a more agile, proportionate and collaborative regulatory point of view. Therefore, this event aimed at making ANAC's employees aware of the experiences and best practices of other authorities regarding compliance with rules, especially the rules applied to operational safety.
