Impact Assessment Workshop

San Jose, Costa Rica, 4-8 February 2019

Within the framework of the EU-LAC Project a training course on impact assessment was held in San Jose from 4 to 8 February 2019.

The overall objective of the training was to provide experts from Central America regional aviation safety agency, ACSA (Agencia Centroamericana para la Seguridad Aeronáutica), and NAAs of its Member States with essential knowledge about the purpose of impact assessment, monitoring and evaluation at EU level.

Determining when and how a Member State action should be undertaken, reviewed or repealed is ultimately a political choice. The quality of these choices, however, can be improved if better regulation principles like impact assessment, monitoring, evaluation and consultation of stakeholders are followed when preparing, implementing and evaluating policies, measures and financial programmes. These principles are simply good management principles.

The training was structured as follows:

- 4 to 6 February: theory and practise on Impact Assessment, Monitoring and Evaluation principles. Participants: ACSA and NAAs representatives;

- 7 to 8 February: workshop on how to implement principles reviewed in the first three days adapted to the regional authority. Participants: ACSA representatives.
